Installing ATI HD 4650 PCI-e, reboot after inseting card, cuts off supply to video card, and built in vid card?

Then i shut down comp, take out pci-e card, then boot, built in vga working no prob.

I cant understand what is wrong, i have 450 watt PSU, the minimum for this card is 400W

If i shut down an re boot both built in vga and pci e cards fail, and then i get one long beeeeep followed by three short beeps.|||One long beep followed by 3 short beeps is the Original IBM POST Error Code for EGA failure.

Which means that the problem lies with the HD 4650.

Try to install it in a separate system first to see if you get the same error. If you do, RMA the card and get a new one.|||Your monitor is plugged into the ATI card right? Also 400W PSU requirement is just a guideline. It all depends on how much power your other components use. Regardless, however, when not gaming your PSU would be fine.
